HQ's personality is unknown, as a majority of his interactions with the player are work-related. However, it is known that HQ likes cats due to him having one, and it is known that HQ partakes in trick or treating.
Background
HQ watches over groups of EXR-P (Expendable-Ranked Prisoners) operating in expeditions, relaying messages to them through their handheld radios or through on-site PA systems. He explains the mission to them and briefly explains their objective during Grand and Ending Encounters. He frequently makes announcements at the Submarine Bay, reminding EXR-P's of their status and that there will be punishment if they fail to follow orders.
Notes
Sometimes HQ will be mimicked by either The p.AI.nter or Eyefestation in an attempt to trick the player into following directions that would lead to the player's demise.

Die from the Prisoner Diving Gear by trying to leave the Hadal Blacksite or The Let-Vand Zone through an open underwater wall. Also possible if you try to progress through the Crystal Room without taking the crystal, or by going back to the first room in the Raveyard after triggering the first Bouncer.
When the player violates the rules set forth by Urbanshade, HQ is the one to detonate their Prisoner Diving Gear.
Despite one of his voice lines indicates that inaction and cowardice from EXR-Ps will result in execution, the player's Prisoner Diving Gear will not detonate in case of AFK.
HQ's cat is named Dodgeball.
His VA also has a cat with the same name.
His "Connection terminated. I'm sorry to interrupt you, expendable..." line is a reference to Henry's ending monologue of Five Nights at Freddy's: Pizzeria Simulator.
HQ's "ALRIGHT RAMBLERS, LET'S GET RAMBLING!" line is also used during the Anticipation mechanic during the beginning of a run.
There is a chance for voice lines coming from HQ to be heard in the ambiance during a run. These lines consist of orders or warnings towards more EXR-P in the zone, although the mention of guardsmen can also be noticed.
